The way I see it, while I agree that scarce ammo is basically crytek being cowards, I do think that scarce weapons misses the point why scarce ammo works.
With strong scarce ammo, it have two filters to dampen the flow of said ammo:
1 - You need to have the weapon on you during the match.
2 - You need to find the ammo you want from that weapon.
Scarce weapons only gonna have the requirement to find the weapons (and the willingness to trade the weapon for your current one). Which in turn means if a scarce weapon turns out to be problematic/too strong, there are basically no filters for it to flood the hunt eco-system.
That said, I'm not too worried about "Rival that might actually have a place" and "Cenny with more ammo", but it might be an issue for the future.

To be optimistic about it, think this is Crytek's way to test new weapons.
In case they get too problematic, they can just turn off their spawn rate vs. if they said "oh here is the new weapon you can buy WOOPS! that was too strong, we gonna take it back again!".

Sure having 2 less total frags per stack sucks, but when the re-supply is 5 frags is ain't that bad.
Think if bow gets touched, it would rather be less initial damage with a better scaling on draw, so people have to draw the bow slightly longer before having a 1-tap.
