What would you change on this enemy?
Personally id just change the ability:
it's just too boring to deal with.
The shield is raised and you basically have to wait several seconds until it goes down.
Not to mention it punishes you for having DoTs.
We already have a much more interesting approach to a similar mechanic with ball defenders.

The ability is obviously meant to prevent it being bursted down. So maybe something that mirrors that differently or targets that exact engagement style
- Make the player take a gamble. An ability that activates on taking damage, slightly raising the Heavy Patrol Wheel's armor, and storing all damage it takes. After a few seconds, it performs a relatiating attack / gains a buff proportional to damage taken during that time
- Lean into the "Heavy" aspect and tackle shotguns and rapid-fire CQC weapons specifically, since those are effective against the plating it has. Enemies within X range deal reduced damage
These are two implementations that come to mind for me
1 is more fitting for red guard or xrd
that option is much better imo
I think the shield should toggle on and off for a time so you can time it to shoot through or choose to switch target as before
Phasers
but more annoying
phasers were tied to their magazines and were thus fine
it was about how good the player could kite
this is more about how patient you are
With phasers you could also use items or splash damage.
with phasers you could also very effectively use summons
Phasers at least didn't reflect DoT back at you. It's extremely irritating that any DoT applied before shield was raised suddenly reflects back at you like you actively shooting it
Oi I have an idea
We want Patrol Wheels to reflect damage and punish bursting? They can keep reflecting damage and punishing bursting, but without that fucked up spawning-clouds-of-particles-that-damage-you-around-you mechanic.
They keep their Ion Shield, but instead of the "reflection" it has now, just make it act literally just like Eliminator's Refractor Sphere, triggered by player's shots but targeting player himself as well, to emulate shots actually being reflected back at you.
