hi. i have an iPad mini 2 on ios 8.1.3. whenever i jailbreak with wtfis, cydia doesn't appear on the homescreen and i have to open it (and other applications) up either using safari's url schemes or SSH. i've tried refreshing uicache, respringing, and rebooting. just to see if this is just a one-time problem, i erased my tablet using cydia eraser and re-installed wtfis. after clicking go and waiting around 30 seconds, the device would turn off and reboot, and still after that still cydia wouldn't appear on the homescreen. even ignoring this and trying to apply things like themes doesn't work. patcyh also doesn't support my ios version. please help.

You can check via SSH in /Applications/ for Cydia.app and if it's not there, you can also try installing it via dpkg (if dpkg is indeed installed) but it seems as if the bootstrap failed at some point.
Cydia exists, but i can't open any applications without using SSH or Safari's URL schemes.
I can open it via SSH with open com.saurik.cydia when connected with OpenSSH and I can open it by entering Cydia:// into Safari but neither Cydia or any tweaks with applications appear on the homescreen, even after refreshing uicache.
Is there any errors when trying to install? I'd get rid of 666 and zodt repo
Pretty much every tweak seems to install, but all of them usually are missing from the homescreen and especially with themes, they only appear in the wallpaper view when installed and don't affect the homescreen.

Well the tablet has already been jailbroken so he probably hates me
do you have preference loader installed?
why not try uicache --all

tried it multiple times and even restarted afterwards but nothing happened
any new suggestions?
did you downgrade with the ios legacy kit?
its running 8.1.3 and i couldn't really downgrade anyway since it's 64 bit
