I've been trying to downgrade to 18.3 RC from 18.4.1 and so far it keeps giving me this error: "The iPhone “iPhone” could not be updated. An unknown error occurred (68). 0697.0044"
Am I doing something wrong?
Help would be appreciated

are you trying the update option??

18.4.1 to 18.3 is not an upgrade
its a downgrade
you have to restore (which will erase all data)
you can also try this
with a backup
and it might work
How to restore an iTunes backup to a lower iOS version
The same steps apply to Finder if you're using macOS Catalina or newer which doesn't have iTunes.
- Close iTunes
- Open your iTunes backup folder
- Windows:
%APPDATA%\Apple Computer\MobileSync\Backup - macOS:
~/Library/Application Support/MobileSync/Backup
- Open the folder that matches your device's UDID (you can find it in iTunes by clicking the serial number)
- Open Info.plist with a text editor
- Windows: Notepad++, Sublime Text, Atom, etc. (NOT Notepad or WordPad)
- macOS: TextEdit or others
- Press Ctrl+F (Windows) or Command+F (macOS) and search for the version you took your backup on (near the end of the file)
- Change it to the version you have downgraded to (for example, change
14.4to14.3) - Save the file
- Open iTunes and try to restore the backup
If you find that iCloud is broken after restoring the backup
- Go to Settings -> [Your Name] -> iCloud -> Manage Storage -> Backups -> [Device Name]
- Tap "Delete Backup"
- Go back to the iCloud page, and then "iCloud Backup"
- Turn on "iCloud Backup" and tap "Back Up Now"
- Once the backup is complete, go to Settings -> General -> Reset -> Erase All Content and Settings
(Make sure you are NOT jailbroken when you do this. Restore rootfs first if necessary.) - Set your phone up again and restore the newly created iCloud backup
