So I looked it up on the sub and found the link https://phoenixpwn.com/ to install Phoenix, Cydia Impactor, and IPA. I checked the iPhone wiki to see if phoenixpwn.com was a scam, but it didn't appear in the list of known scam websites. However, my Windows Defender still blocked the Phoenix File because it detected an exploit called Exploit:iPhoneOS/Vortex.B!MTB . The IPA link seems dead, and the Cydia download also got marked as unsafe by Google Chrome. What should I do!!
im asking for a safe link for my specific device, or if the downloads are safe how can i download it if microsoft completely blocks it

you can use kok3shi9 instead of phoenix, but that warning generally is normal
as you may expect, jailbreaks use exploits
so it's just warning you that the ipa has an exploit, which is to be expected
