iTunes refusing to manually update to iOS 17.1 (latest iTunes version)

I have downloaded the proper firmware for the iPhone 15 Pro iOS 17.1, and I am trying to manually update my new phone via my PC.

OS: Windows
iTunes: Windows (Not Microsoft App), v12.13.0.9
Phone: iPhone 15 Pro iOS 17.0.3

After downloading the firmware, I immedatiely tried to install it via shift-left click on "Update" on my phone's overview on iTunes. Then I was told I have to have the latest iTunes to update to 17.1. I updated my iTunes via Apple Software Update and attempted to update again. Again, iTunes gave me a warning saying

To update your iPhone to IOS 17.1, you need to install the latest version of iTunes.
Once more, I checked to see if iTunes was updated and Apple Software Update program said there are no updates found. I restarted my PC, tried everything again, and was met with the same result.

Is this a iTunes bug or is there something that I am doing wrong?

@simple wedge It seems to be a bug with iTunes, using Finder on macOS you can update to iOS 17.1 just fine

Apple's QA has been pretty bad recently

Also oddly enough, 17.1.1 is OTA only?

Thanks for letting me know. Perhaps it is a window’s bug

I didn’t realize there’s 17.1.1 now. I’ll try to update again in hopes of servers updating.

why do you not update through system settings

Perhaps the information I heard is outdated or I misunderstood, but I thought OTA leaves over more files on your iDevice

Plus at the time it’s faster for me to download on my PC than Wi-Fi and I needed to upgrade 2 devices, so it was easier to do it non-OTA
