iOS 14 issues

For clarification this phone will solely be used for jailbreak, I’ve got a old iPhone (with ios14) but needs a part replaced if I want to actually jailbreak. Price to repair is same as getting a new(likely better) iPhone, so seeing my options

A factory reset device still be on the same OS it was reset. If it was factory restored (using iTunes or another tool) it'll be on the latest. Imputting the Apple ID has nothing to do with it.

I mean if I bought a refurbished phone from a mass seller, and set it all up ready to jailbreak, what iOS would it be on? Would it probably be factory restored and be at iOS 15+, or would that differ based on each individual seller

It's next to impossible to know for sure what OS it's on without looking at the About screen but if it was just reset within the device and not a computer, it'll not be updated. I'd ask the seller if they can supply additional information on the products version number
