you first have to download the iso file. then you download rufus to burn it to the usb. make sure to select dd mode when it pops up when you start. after that, you go into your bios settings. this changes depending on your laptop/pc. you either turn off and turn it on then do a button combination, or you go into advanced startup on windows then you find firmware settings. after that, you find boot menu and boot with the usb. make sure you have secure boot off.
