I have blobs saved for 15.4.1 and I would like to update my iPhone 13 Pro (currently on 15.1 and jailbroken with dopamine). Does anyone have resources to walk me through how this is done?

I have also read things like futurerestore does not work on devices that support ios 16 and that it will break faceID. Are these things true?

well its not that it breaks faceid (that was only relevant when 15.6RC was signed), its just now its completely impossible to use any sort of blob for A12 and up

you will bootloop and be forced to restore to a signed version if you try
