DFU restore will always update the device

#

if you cannot access the device for whatever reason and need to restore it and keep it on the same version, try wiping it from icloud if it's still signed in

#

if it's an A11- device, try using https://github.com/verygenericname/SSHRD_Script and run ./sshrd.sh reset

yeah I meant manually like, going into dfu mode -> itunes shows restore screen -> option click restore and choose the ipsw file
