if you dont have the ipa of the app, you cant do it
and you need to be jailbroken to extract the ipa

if I jailbreak my phone and extact the IPA ( for tiktok) could I then use that and send the tweaked version to his phone? my buddy wants a version of tiktok without a fyp

technically youd be distributing the ipa 
but yes you can do that assuming you can jailbreak
