a semi tethered jailbreak will boot into ios after a power off/reboot, but will need to be plugged into a computer and have the exploit run again. a semi untethered jailbreak is the same but the jailbreak can be reenabled from the ios device without having to plug it in from a computer

for example, trollstore is semi untethered because after a reboot you need to rebuild the app icon cache, but you can do that from your ios device

Linux will run from the USB drive without touching anything else

When you're done, you unplug the USB drive and restart and you'll be back inside windows just like normal.
