you'd have to do a full restore for that, which would lose non-jailbreak data as well
an iCloud restore will get rid of some traces but it will still keep tweak preference files and possibly others
you could technically delete the preference files with iCleaner Pro and then take an iCloud backup, but I don't know if anything else will stick around in the backup
well, also install OTAEnabler before the backup because that will be a problem as well
those are the two things I know for sure persist through an iCloud backup

as for enabling OTA it's complicated so if your OTA updates are blocked I recommend just using the tweak I mentioned, because it takes care of all 3 common OTA blocking methods rather than having to figure out which ones you used

but TSS rejected the request with the BCert with error 94
so at first I thought Apple killed it but others successfully updated still
