- uninstalled tips, deleted TrollInstallerMDC. Then restarted device.
- reinstalled tips (did not open it). Side load TrollInstallerMDC
- still stuck at this screen.

That's your fault, you should be on a lower version of iOS for a trollstore installation method (e.g: trollstar for iOS 16.0-16.6.1 or misaka and trollstore installation from the toolbox)
You could've even got trollstore to work on 17.0 if you used the delayOTA method but you can't do that anymore
