Finally solved it.
the problem wan't in the intent extension's entitlements, but rather in what we out in it... the no-container one breaks it's functionality, as an app group is a container. I instead installed the app using Xcode, extracted the app groups' plist, and added it as a resource to the application bundle. After that I replaced the code that reads and writes to the app group with code that does the same with the plist version. It should work flawlessly on paper, but I have no way of testing the location feature obviously.
