Install Safari Plus from Cydia, and enable the download tab in Settings > Safari Plus (scroll down until you find it). Then go to Safari and press and hold on the deb link. There'll be a download prompt and the tweak will be in the download manager. From there you can open it in Filza and install it

#

If Coolbooter complains that there's a missing dependency while installing in Filza, just install any tweak in Cydia and it will automatically install that missing dependency
