good question! it's actually a bit of a frustrating situation for a lot of canadians. let me grab some current info on this.it basically comes down to a few things:

oil type mismatch — canada produces mainly heavy crude oil, but has demand for light crude oil. oil from the middle east is light crude, and they take different refineries to be processed.

no pipeline to the east — central and eastern canada are generally more reliant on foreign oil imports than western canada, in part due to the lack of critical pipeline infrastructure from western canada. most of canada's oil is out in alberta, and getting it across the country is a massive logistical (and political) headache.

refineries can't handle it — canada's limited installed coking capacity is a key factor — no refineries east of ontario are even equipped with cokers, which is what you need to process that heavy alberta crude. suncor estimated adding a coker to its montreal refinery would cost CA$2 billion, and outfitting all eastern refineries would be cost prohibitive.

it's just cheaper — for both canada and the US, it's cheaper to supply oil by tanker to the east coast than by transporting it 5500km from alberta.

so yeah, canada has a ton of oil but it's the wrong kind, in the wrong place, with no easy way to get it to the refineries that need it. it's honestly kind of absurd when you think about it 😅

and with the current iran conflict disrupting oil exports from the gulf region, there's renewed pressure on canada to figure this out — but it's been decades of the same debate with not a lot of progress.
