Is the Brewmaster achievement bugged?

I've killed Surtr on legendary multiple times now with my Hermit but I only got the nature achievement. I've killed him with no AoT, no pets, no plague, multiple times and relaunched the game but I still can't get the achievement. Is this a bug and is there any way to fix it?
