It's a scam. He'll offer you 2,200 and then someone else will DM you offering the item for 500 or something. You'll fall for it thinking you're getting a good deal and then the other guy will stop responding to you. Basically, they are both in on it.

Yes sure, they need to be non-crate or some golden series items. Rocket pass items and twitch RLCS rewards are also cross-platform tradeable. If the item has a series then it is platform locked.
