Include Voice Messages Under Rule 4

Suggestion: Flag voice message spam under Rule 4: Spam. They are a form of attachment, which should not flood a text channel. Long chains of voice messages may easily be turned into a conversation in a voice channel instead.

Voice messages, like text messages, are used as an alternate form of communication - voice messages can already be moderated for Rule 4 just as text messages are moderated, such as chains and voice message's equivalent of copypastas: endless nonsense

Otherwise, usage of them by those who have permissions to do so is completely fine.
