#PC won't boot after case, PSU and heatsink upgrade

I upgraded my PC this morning.
It was:

CPU: AMD Ryzen 9 5950X
Motherboard: ASRock B450 mini ITX
GPU: RTX 5070 Ti
PSU: Corsair 650X
Case: Cooler Master Silencio S400
Heatsink: Noctua NH-D15

I upgraded to:

PSU: Fortron FSP 850W Dagger PRO 80+
Case: Fractal Terra
Heatsink: Gamemax Surface Ice (this is temporary as I don't have access to what I want where I live)

As of doing this update, my computer will not turn on.
When I press the power button, the CPU fan starts spinning and the lights on the GPU turn on but no signal on the monitor(s).

Things I have tried:

Reseating and checking everything three times.
Resetting CMOS.
Making sure the RAM sticks are properly seated and only using one stick at a time.

Nothing works...

Anyone know what might be wrong?

Oh jesus. This is...kinda a hard one, but I can take a shot at it.

You did not use old PSU cables on new PSU, right?

Yeah,

I bought the PSU and tried to put it in my old case but it turned out that the cables that came with it were too short.
Wanted to upgrade my case anyway, so I went and bought the Terra,

So it was a "fresh" build with the parts of my old PC essentially.

And yeah... agreed, this sounds rough haha

I will probably be taking it to the shop I bought the case and PSU at tomorrow morning

As much as I would love this to be something simple like "display cable plugged into mobo", I imagine that's not it.

There's a slight suspicion in my mind the new PSU is not entirely good. That could be tested by using the old psu sitting outside the case and plugging everything in.

DOA riser is also a possibility, but unless you have a g-series am4 cpu sitting around you'd need to take mobo and gpu out of the case to test this.

Looks like that board doesn't have diagnostic lights but can output beep codes if you have a speaker for it.

It's not pcie gen, that's a 4.0 riser and 3.0 board.

It's potentially dead bios, but if so that doesn't help, you're just fucked.

Am4 so probably not a mounting pressure issue.

I think the 12v rail is fine on the PSU.

that's them getting a partially faulty something, likely riser.

Terra's riser should be 4.0 compatible, but it's possible for it to not be happy at 4.0 due to faulty mobo or riser.

You're gonna be at 3.0 though, per the mobo spec sheet

and yeah, noticed that it has no diagnostic lights haha.

if I were to try the GPU in the pcie slot directly, I'd have to remove the motherboard from the case so I'll probably do that in the morning.

one more question:

if placing the GPU directly in the pcie slot does not work, we are then sort of left with just the motherboard being dead?

wondering because if I go to the store with it, it'll take at least 3-5 business days just to get the diagnosis results.
that runs over christmas and will cost some money... so if it is most likely the motherboard anyway, I could just buy a new one tomorrow (can buy ASRock A520M-ITX/ac pretty cheap here)

no luck there.
had the motherboard with the gpu in the pcie slot on a cardboard box with the psu still in the case next to it.
still no boot

huh... I sent it to the shop and they can get it to boot with a new cpu

so the cpu must have gotten damaged and/or fried during the upgrade somehow

scratch that... even a new cpu did not work in my old mobo.
so they're going to try my old cpu in a new mobo lol
