what should i use to monitor it then?
You can sorta if you turn on OSD monitoring in afterburner
Enable core zero clock and percent usage
And same with gpu
You would want to see tr Cpu usage should stay under the 90% with the frequency stable
Possibly can get an idea from 3dmark as well
Looking at the chart for dips in cpu frequency during the benchmark
But the more likely thing to check is that the frame rate is being limited
Either by vsync or its hitting the frame limit of the engine, or a max in the game settings
If the game limits the frames then the gpu won't use more power/usage than it needs

are you sure the game isnt limiting it?
it could be in game settings or nvidia control panel settings forcing vsync
if its not that then I dont know how it would be limited, other than by Afterburner if you are using afterburner
im using after burner to under volt the gpu
v sync was (use 3d application setting), but i have it always turned off i the game settings
its was actually at 2025mhz
Yeah so as long as its not power limited or temp limited in afterburner should be ok

i re did the drivers, checked the power and vsync setting.. updated everything
Some games have a fps cap, if it's not that you need to test the card separately and reinstall windows probably after that
You might try to fix your cpu throttle issue first though
I doubt that's the reason though
If it was the cpu it would still hit 100% gpu sometimes
Well I just tired playing Star citizen and was getting 5-15 frames, when I got 70-90 before..
Probably reinstall os at this point
70% load and 2040mhz
60-80fps
its usually sitting at 53c
