well the issue with not selling the consoles at a loss is that they'll end up costing probably around $700-$800, at which point you might as well just buy a PC. a big part of why a console sells is affordability. I know a lot of people who chose Xbox vs PlayStation based entirely on whichever was cheaper at the time of buying. chasing a niche won't save them, they require mass appeal to actually sell units.

on top of that, again, TSMCs fab isn't running in the US and I'm not sure how long the contract that Microsoft has with AMD lasts. Intel is an option, but my understanding as to why both console manufacturers went AMD was because of both development support from AMD and AMD offered better pricing than Intel and Nvidia (plus at the time AMD offered a full APU package unlike Intel).

of course Intel now has a larger software/driver team and have newer graphics cards on the market. however, Intel's latest architecture isn't as cost effective as AMDs rdna2 right now, and I believe Intel still relies entirely on TSMC for their graphics chips.

Nvidia is an option I guess but from my understanding their pricing is not great
