So, most of the PC's these days utilize fast-boot.
Fast boot doesn't fully shut a PC down when you hit shut down. It creates a save state and basically enters a low power mode to "Turn off" without ever really being off.
Restarting makes everything shut off and turn back on again. It's a part of why updates ask you to restart in order to finish updating your PC.

So my Laptop I'm on for instance. my UP-time right now is probably a few days because I haven't restarted it. Only shut it down. Let me see rq
