Reception area. Bottom right will be training and armory.
Just above reception. The empty room will be classrooms, just below it in the empty space and running the length of the offices will be the workshop. The two empty offices are for two more eventual psychologists.
CI block. The top of the screen is just below reception area. the empty room will be the kennel. I know it's too big for that sole purpose and haven't figured out what to do with the rest of it yet.
Minimum Sec block, just to the left of the infirmary. right below it on the other side of the hallway is solitary and a laundry which is mirrored in the med/max screenshot. The plan is to eventually turn this into med sec for well behaved prisoners who deserve better cells.
Med/Max block. Med on the right, Max on the left. The plan is to eventually turn this into Med only.
Kitchen/ Canteens and both laundry and solitary spaces. In my first couple attempts the entire space to the left of the canteens was a kitchen but then I realized I didnt need that much space and equipment for what I was doing. I will eventually need a bit bigger kitchen for a third (and way down the line fourth) canteen. The plan is to build another block to the left that is identical to the med/max block and turn it into max only, and then the med/max block will switch to med only.

If you want to play hardball with your prisoners, you can increase the point gap between Max Sec and Med Sec by denying Max Sec a Yard entirely and making them use exercise equipment in the canteen or something. The presence of a Yard itself gives 15 points while the quality of the Yard is up to 10 points. Same logic for the Common Room and Gym, unless you need the Yard or Common Room to run programs.
But since you have gangs, you could run Breath Therapy in the Yards instead of taking them away.
I am using the common room for alcohol meetings, but you make an intersting point. Denying max the yard might be a good play actually.

Also, for sector grading, make sure that the Yards, Common Rooms, Canteens, etc. are zoned as their respective sectors instead of Shared, even if the surrounding cell blocks prevent other security levels from coming in.
min sec is graded approprately but on the bottom i have to have those rooms as shared because the one block is med and the other max.
Make those Custom Med || Max instead of Shared. Otherwise they will be included in the Min Sec sector grading and pull it down.

Been playing this game since 2015, you sure this your first attempt? Looks like you've had alot of practice compared to what I made first.
