Just my opinion but the less far you are in your career the more I'd recommend flexibility.

Your expenses should be low regardless of where you are, even in NYC I spend less than $2500 all in on bills monthly, which is about the same as I spent in Philly. The difference is I can make much more being here than there.

Ah, okay. Yeah then, I'd be really flexible about where you apply whether it be low, medium or high cost of living.

Because I need a place to live, and the odds of me getting a job very soon are near-zero.

Can you live with your parents till you find a job? Signing a lease is the opposite of what I'd recommend right now

No. One is dead, the other is in a retirement home.

Do you have any suggestions as far as cities where I might be better off than Indy?

Most of the Midwest is lcol to mcol until you get to cities like Duluth, Detroit, Chicago, or Madison.
