the way you format the company name, position, and date is a bit odd
and not easy to read imo
i dont think you need the short summary at the top of ur resume
this bit here, it looks quite funky
some of your older experience i think you can just cut

bullet point, is kinda just fluff

you already do a lot of third person bullet points
lemme give an example
this point here for example, theres no personal pronoun usage, and it still gets the point across
With regards to the job titles and company names, I can move the locations below the company name

I think you should try to avoid this, and just have one fully developed sentence per bullet point

The thing I'm concerned about is YoE. I'm borderline Staff/Lead level, if I shrink that down it might give someone the impression I haven't been working as long?

The intro, and skills section is useful for recruiters who are taking 20-30 seconds to scan each cv. Placing them right at the start is one of those maybe useful maybe not things. Personally I prefer to not have them at all, but multiple people have fed back about it and even I personally use them when reviewing CVs to scan the profile
Any suggestions on how that can be done, while still showing promotion? Showing promotion indicates an ability to exceed targets regularly and learning quickly

Maybe it's just my standards are low or I'm bad at reviewing resumes but your lead dev experience is plenty impressive that I would probably not look much further beyond that. This is a 2 pager which is fine but I think if you can get away with a 1 pager, you might find yourself being recruited by companies more interested in talking and interviewing you than knowing an exhaustive list of all accomplishments.
If you wanted ideas on how to shorten, the only thing that I can recommend is combining things that are connected, dropping things that are basic or generic, or redundant
Of course this is my personal preference as when I was hiring I was more interested in using the resume as a way to interact with the candidate than proof of their capabilities. When I was interviewing for my last role I had a 2 pager bc I wanted a comprehensive list of my experience. Now I drop a lot of stuff and ppl can look at my LinkedIn in for more nitty gritty detail.
But I think this resume is a "get them on the interview loop" and "staff level" for sure

Would you believe me if I said this was my shortened version. The standard in Western europe is 2 pages I guess, and experienced people can stretch to 3. I agree on removing some points though, I'll see what I can optimize more.
The other benefit of a longer resume is using it as a cheat sheet during interviews so my ADHD brain doesn't forget what I've been doing for the past 4 years

Well as an interviewer with ADHD (lol) I want to make sure I can scan the resume briefly , gleam the stuff I want to know and ask about, and refocus on the candidate. The more optimized the resume is to make the cool shit stand out the easier that is. Flipping and scrolling makes it a bit hard, but reverse chronological order makes it easy to see the latest / most relevant impactful experience
Like I think I tried to make my resume short because I want to cater to the "at a glance" type situation

If you could take a guess, what seems the least impressive/useful for staff/lead roles. I was thinking of getting rid of some of the older experiences, but I want at least something that shows another language other than C#. I've ripped the old languages off of my CV so I don't get asked about them as I'm not practiced
Usually it's stuff that falls under the following
- stuff I did a long time ago I don't want to do any more (for me, all of my .NET experience got cut. It's on my LinkedIn)
- basic stuff towards the beginning of my career // before I hit senior level
- nittt gritty project details that were mundane or not super notable to the business, I just did them and they were cool to me
That type of stuff fills out a 2 page resume nice but can't make the cut of a 1 pager
