I do not mean the operating system, I mean the Island of Sodor map, you could propably make it work if you would dive into the bacround of all the cities and what industries are in them, you could even add the narrow gauge scarloey railway, wich you could operate, or even the miniture arelsday railway, each with some engines and both of those maybe being their own licences.

This could probably work if done correctly, dive into the Killdane standing stones, add the Skarloey Railway and the Arlesdale, it would take a long time but it could be possible.
