The whistle in DV does quill for both steam locomotives; you need to pull the cord down until you hear the quill. I do agree because of convenience.

Well if the lever was lower you would hit it with your head witch is why the throttle forward is shut and not the other way around and if it was high with no cord they would need to stand to whistle
You'll notice that the cord will always end up at a lever.
