water can be pumped from the ground so that wouldn't have to be transported but I can see coal and diesel getting moved around

I don't think it would outright softlock since you can always go to a different location and get a new locomotive
If this becomes a thing, coal supplies should always be present at CMS and CME, diesel at OR and maybe HB, and water in ... any place that could reasonably be concluded to have local water supplies (anywhere near a river, for example)
And there should be a failsafe to ensure diesel / coal / water deliveries always generate at a source site if supplies are below 50% at a location.
I should also note that one tank car worth of diesel would fuel many many trips even with the DE6, so running out would take a while
and the only engine that runs EXCLUSIVELY on electricity needs to be bought, so until you unlock it, a softlock is still possible. And even then, you would be srewed if you total it and can't afford the remaining copay to fix it. (unless I forgot a loophole or somesuch)
the hand cart is basically useless and can only push.
Might be a fun idea for a mod: couplers for the handcart.
unless you use mods like RollingStockOwnership, leasable locos or loco ownership. (if/when they get updated.)
There was a mod that simulated a production chain. It made the hauling seem more meaningful and thus rewarding.
