The one and only book I shill is C++ Primer 5th. Its not cheap but somehow theres an online version hosted and I have no idea how the license works.

No its hard for even the comprehensive books to cover "every" C++ concept.
And it only provides a basic intro to using compiler from command line.
You can use any IDE you deem convenient.
