I want to build a simple window on windows using GTK 4 and C. I do not know how or where to get started. Please help.

YES. I want to install it on my windows 10 and compile it.

Seeing as all the instructions on the GTK website mention gcc, I guess you will have to install MingW.
Unfortunately for you, I have taken you as far as I can go, because I have zero experience with MingW.
