#Universal IR Remote on Zigbee

I've got a Zigbee Universal Remote Control to control my legacy audio gear by IR. I can pair it with my Zigbee network (using a Zigbee USB dongle) but can't understand how to "train" it to learn the devices I want to control. After pairing I just get an on_off control and 2 "diagnostic" entities. I don't know where to go from here.
The tiny "manual" that came with the device tells me to use the Tuya Smart Life app with a Tuya wired Zigbee gateway. I've done that and trained it to control my TV, but I can only control via the Smart Life app. Of course, I want it in HA.
I've also setup the Tuya integration in HA, but that doesn't seem to help. I don't want to rely on the web or Tuya hub anyhow, I just want to use HA with my Zigbee dongle.
Any pointers would be appreciated.
