Firmware doesn't do that. But zigpy does send a default response for attribute reports and IAS report commands.
Not sure how it would help with power outage, this assumes coordinator is not running, cause there's no power?

Z-Stack is completely "off" until a host application starts it up, I don't think the radio is on at all. This would be quite difficult to fix but is possible if you want to edit the firmware source.

Not sure if the lights getting unavailable after power outages could be related to that

This wouldn't work with ezsp or znp sticks, as they require a host to initialize them first.

the ones I've seen were IKEA bulbs, not child devices like sensors

My network is 100% IKEA routers (and Aqara sensors) and even after extended power outages for 30+ hours, not a single device fell off the network

#

Power was on for like three days before I was able to bring the HA machine up

I'm not, but since the coordinator was offline with IKEA devices for days on end after the routers came back up, it seems like maybe it's something with the EZSP stack that's causing this problem?
