I think it's fine to be like, hey you just opened X PRs, but none of them passes CI
but draft or close them then
I guess we can close if it obviously looks like spammy PRs
I counted 14 PRs in the last 3 days or so
There's no interaction after feedback right? Seems like a one day fly effort
Like if there's one that would make sense keep it open
But otherwise I think you can close
But then we need to go through each one to hope to find one which doesn't suck. I think our time is better spent reviewing PRs of actual humans
Which at least try to be proactive and learn from our feedback
we should close them all. its clearly a bot with zero effort
and I agree with @ivory trail . If "someone" opens a dozen of PRs and most are bad, we should just close them all to avoid wasting time

we also have in our docs "Do not open more than 5 pull requests.". So that alone would be enough for me to close most of them ๐
