We already have this in a few places, yes the by code owner label doesn't work, but the org can be set up to ping the right people

I think to view teams within an org, the bot would have to be part of that org, so we can't check that. It should be possible to check if the member is part of an org and assign the label then

Teams can be visible or secret:

  • Visible teams can be viewed and @mentioned by every organization member.
  • Secret teams are only visible to the people on the team and people with owner permissions. They're great for hiding teams with sensitive names or members, such as those used for working with external partners or clients. Secret teams cannot be nested under parent teams or have child teams.

People who are not members of the organization cannot view any teams.

I think being part of an org would work, also keep in mind that code owner have options to change stuff in issues using bot commands

Honestly, I would just keep it as is. If there is an org or org/team in the manifest, it is being used as ping only. If the people want prio / special bot commands, they should add their user handle directly to the manifest.

I think its okay indeed, yes there are downsides for using an organisation there. But I'd rather have a way to always notify someone they deem important than to have things go out of sync and forgetting about it

I would recommend that if a org is a code owner at least one person needs to be added in addition

otherwise platium level integration can't merge anything as we need there a code owner approval and the bot cannot identify if someone is part of a team or not
