I think its a nice idea (in a way we are helping the users stay compliant). Two things that come to mind:
- I would like to see an override function (at your own risk)
- I don't think we should hard-code the countries on an integration level. That seems a bit 'off' to me. I would like to see this in a more unified appraoch. Zwave has a similar issue and the RF platform will too.
But I also don't have a strong opinion on this

Like, if I already found a way to set it to that frequency why shouldn’t the integration be allowed to start
we should not hardcode the countries at least not in the HA code. He can do this check in the library
The question wasn't where this should happen, but more if this should happen at all
I know but if the integration wants to do this check and he does it in the library I think it's fine and we cannot judge about it
You should not operate devices with the wrong frequency. Probably there will even be legal fees if a user does it (if he gets detected)
so I'm not sure if we should even add an overrite function...
We can still judge about it, given that currently it creates a repair issue. We can only not judge on how they check
Many regulations specify accountability. It wouldn't be good to simply ignore accountability because nobody cares
Generally speaking, we should at least allow the user to make an informed decision.
Sure, I am more wondering if that's part of our task to do, currently the PR aborts setup, so that's not informing, that's different. I can update my router's country without any location check
I'd need to dive into the specific regulation to see if and how accountability is specified.
My router doesn't allow me to choose certain frequencies based on the configured county.
I have seen examples where it is stated if the frequency is allowed or not allowed.
As a minimum, I would inform the user about which choices are allowed in which country.

As an engineer, not as a lawyer.
I mean I‘d agree if we had an entity that would allow us to switch to an unallowed frequency, that we shouldn’t do that (or at a minimum post a repair then). I don’t see that we shouldn’t set up an integration only because the user has already set the device to that frequency through other means
