that system is for exposing entities to amazon so amazon can access them. it is not used to send announcements to alexa devices

there is a custom integration on HACS called "Alexa Media Player" which allows you to send announcements to devices. however fair warning: its not the most stable integration in the world

nope, amazon have it pretty locked down. you gotta log in and send the stuff to amazon who send it to your device

more and more people are ditching the amazon devices for open stuff instead
