No. Everything but core uses docker in some way. Why are you against VMs and docker?
i don't like them because I'd like to have a computer fully dedicated to Home Assistant instead of it having to run Debian and the VM
I think it's more stable when it's fully dedicated to one thing only

The only way to have the OS without virtualization on non UEFi would be supervised but I don't recommend that. And as said, supervised, HAOS and docker are all based on docker containers.
Docker also doesn't give me add-on access
Addons are docker containers. You can just spin up your own ones.

Depends on the viewpoint. Addons tend to annoy me because they are very restrictive. They are easier to install and integrate, of course.
But that's the fun. There's choice. What laptop model is it?
