The CPU can tolerate up to 90!C. I think it's a little bit elevated but probably okay. A fan can't hurt though.

I'd recommend at least 140mm so it can spin slow and silent while still moving "lots" of air.
that thing also gets hot so might get a fan for that
While having to find a way out where I'd be putting that in the case it's the modem/router from my provider but I have one extra laying around that I tore apart

Well there is one major factor to keep in mind
That is the thin client does not have a fan connector, I've read the T620 (plus) does.
You mentioned USB fans earlier. I'm sure there's 120mm/140mm ones.

Yeah I have one 40mm on my Pi 3 so I know Noctua but
My 140mm case fans become noticeable at 450 RPM or so.
I like that the speed is integrated in the aliexpress one but the noctua is better quality.
For this kind of thing I'd probably go cheap. Depends if I'm near it.

Noctua is great, might not be RGB and gaming style for some but I prefer functionality.
I don't care about it being silent though a bit of cooling is definitely allowed
silent cooling with fan is useful
The noctua seems to be pressure optimized rather than airflow. Whether it matters here 🤷
