Yes, Matter means local, where WiFi may or may not depending on the manufacturer - and they may take local access away in the future

hmmm thats a good point, Im looking at the TP Link (Tapo) which appear to have local only control over wifi, but it looks to maybe not 100% supported, maybe Matter is a good idea here
But also means picking up a Matter router :/

Or you can buy #zigbee-archived and not have to deal with a still evolving platform

Think Matter only does on/off for plugs right now so you'll be using the vendor's WiFi stuff for a while anyway if you care about things like power.

Hopefully the spec will add more soon, and the plugs will get a firmware update to support it.

I would go with an easier option, but I haven't found another smart plug that is the same form factor: AU, single plug width

That's super handy to know! I was looking at this one specifically to use the power monitoring data from it, which means that Matter would be a non-starter if that's the case
