I don't have the Govee sensor but I do have a couple of Philips Hue Motion Detectors that show the same symptoms. I asked about it in #zigbee-archived thinking it was a problem with the quirk that "drives" the device. Was told some devices are just really good on battery usage and don't actually report much drainage. I still have some stuff set up so if the motion detector isn't available at least I can investigate.
