There's no easy solution other than running a VPN client on your router, to VPN the whole network to somewhere that's not blocking this

you can download the needed images using docker save wherever you have access to github/dockerhub and docker loadthem into the haos system

no, haos does not support upgrades this way

having proper internet is a requirement, there is usually no such case

#

the only possibilities you have is what tinkerer said: have a proper gateway into the internet or do a lot of manual work by transferring the images by hand
