Yeah, this is how I started this line of enquiry. I can bandwidth-limit a torrent download at, say half what my ISP thinks I should get. Then run a speedtest in parallel without affecting the torrent. OKay, fair enough, the torrent traffic MIGHT somehow be counted (even thought its coming from different sources), but the speedtest doesn't increase tthe throughput my router thinks it's getting. (It is counting actual packets.)
