Desal plants require huge amounts of power to be drawn from the grid, whereas OTEC (Ocean Thermal Energy Conversion) in some of its modes can produce huge quantities of fresh water AND produce their own power. This is much more useful than the current implementation, however the downside is that it is only possible to do where you have a wide range of sea temps between surface and deep sea.
