However, DoH (DNS over HTTPS) generally works around even that, because it tunnels DNS over HTTPS on port 443. It's...difficult to block that kind of traffic without breaking most of the internet...

Kinda. CF is still the mechanism by which the change sets are actually actioned by AWS but I think there's more to it. Try it out. The process is awesome and the CLI is quite informative.
