I think the biggest issue with battery banks is the fact that your equipment has no way to tell how much runtime is remaining, or if the unit is operating on wall or battery power, and can't initiate a safe shutdown automatically based on these conditions
They also have no facilities for automatic safe bring-up of equipment, no way to set minimum charge on the battery before output is allowed, etc.

Yeah, blocking specific ICMP messages makes a lot more sense than blocking it wholesale
