I'll give you an example, make a giant house made out of glass with no seams that is very airtight but only has a R value of 1
You'd have moisture problems because the moisture would have nowhere to go, you'd also have condensation issues when cold out, but thats a different topic
So you could have a well sealed house with crappy insulation
or vice versa
Now will new windows address both air infiltration and insulation value yes, same with doors
House wraps on houses, vapor barrier's all of that contributes to how well a house is sealed, but if said house had no insulation in the walls, you'd just have a cold damp house that you'd eventually from co2 poisoning 😛
