Some of the crappier Zigbee controllers have a pretty low number of devices they can be connected to at a time and adding routers will increase that

Typically, stuff that is powered from mains/DC tends to route, except a lot of the neutral free stuff. Stuff that is powered from battery doesnt route. The 2 are not fixed in the standard though and a battery based device could route and mains devices dont have to but besides the neutral free mains stuff, that rule tends to be the norm. Routing costs more energy that is readily available for something with permanent power (and shenanigans with neutral free make getting enough reliable power difficult) but a significant cost for a battery operated device.
And yeah, if a device is a long way from the coordinator, or the coordinator is weaker and doesnt ack it for other reasons, you can get stuck with a lot of retries that drain battery rapidly, plus the device (firmware dependent) may for shorter range hops lower its transmit power saving even more energy (not all do this, it is not a fixed rule)

One of the connections on m.2 b-key is a USB connection, if the cards only use that then they can be converted to a normal USB port with no active logic.
There's also pins on it for a SIM card

it would bypass my PPP restriction since it would connect through usb and 5g m2 cards are around 50 bucks.. overall package still isn't as cheap as I would like but the all in one usb sticks are like 200ish
