We have those in commercial agriculture. John deere sells capacitive probes measuring at 20cm intervals down about a meter. There's gotta be some company that produces a tiny version.

It kind of reminds me of the concept of a water level sensor, very hardware hackable but I am not a hardware hacker, just a string of wetness sensors dangling in a vessel
